He wears his green, loose collar.
It's part of the Storybook Pin set and comes originally in a box with three other pins. The heads of Mickey, Goofy and Donald.
The original box shows all the four characters in front of a blue, yellow red background. The bodies are drawn, but the heads are the pins, which are visible through four holes in the package.
The front of the box can be opened like a book.
